I have received from His Excellency a copy of a despatch from the Viceroy of Two Kwangs (received through the Administrator).
The despatch incloses a copy of a letter written by the Viceroy of Two Kwangs, informing him that a Division of Chinese Gunboats under a Brigadier General was about to make an attack on piratical and smuggling craft in and about Hongkong and requesting that, in the Event of the pirates seeking shelter in British Territory or waters, that assistance might be given to harvest them.
His Excellency, in forwarding the copy, has informed me at the same time that he has written to the Viceroy stating that though he (Admiral Sir Nowell Salmon VC, Commander in Chief)
